CADQC greatly simplifies this process. Without CADQC you must bring up every drawing and use the layer command to see if anyone has created extra layers or changed colors or linetypes of existing layers.
Using the CADQC Standards Editor, you can select from the layer definition rule templates to specify the allowed list of layer names, their colors, linetypes, and other properties. Or if you wish, instead of typing in all this information, you can make sure your “standard library” drawing includes all of the allowed layers and use it instead. After either filling out the blanks in the templates or creating a standard library drawing and saving the resulting set of rules as a standard, you can run the CADQC Drawing Checker with your standard and catch all those layer modifying renegades.
